Educational Facility Solutions Group

​​​The Educational Facility Solutions Group provides support, current information and guidance to the 42 school districts of San Diego County​​​ in all aspects school facilities planning, financing, modernization, constru​ction​ and maintenance.​

The group offers skilled facilities professionals who are knowledgeable and experienced in all facilities related areas. These professionals exist to assist the county's school districts and colleges in addressing their facility needs in the ever-changing school facilities environment.

  • Long-range comprehensive master plans
  • Site acquisition
  • Contract support
  • Assistance in utilizing various delivery methods
  • Account-ability service purchase and support
  • Facilities related local and statewide regulatory issues
  • Architect, construction management and consultant selection
  • Liaison to local and state agencies
  • Financing/funding alternatives
  • Storm water regulatory compliance programs

The group provides support for:

  • Facility lifecycle, from planning and funding, construction, and maintenance, to replacement and school closure
  • Specialty support through consortia and/or Joint Powers Authority agreements in the area of industrial, municipal and construction storm water management
  • Construction/DSA construction closeout
  • Williams settlement including use of Facilities Inspection Tool (FIT) and funding and management of the Emergency Repair Program (ERP)
  • Consulting contract solicitation and document preparation
  • Construction contract bidding and award
  • Manages the redevelopment-funding stream, a primary source of facility funding for the San Diego County Office of Education
