The San Diego County Office of Education released this statement in response to a San Diego County Grand Jury report released today on San Ysidro School District indebtedness.
It appears the Grand Jury misunderstood the laws governing the role of county offices in providing financial oversight to school districts. As a result, the Grand Jury came to some erroneous conclusions in assessing the adequacy and appropriateness of our oversight of and guidance to the San Ysidro School District.
County office review and oversight is provided in addition to annual independent outside audits of each district's finances and internal controls. We strongly disagree with the characterization of our fiscal oversight as anything other than rigorous and active.
We will be reviewing both the Grand Jury report and the San Diego County Office of Audits and Advisory Services audit referenced in it. We are always looking to improve our operations, including the public's understanding of the role of the county office of education, and will carefully consider the Grand Jury's recommendations.
