A petition to transfer uninhabited territory from the Vista Unified School District to the San Marcos Unified School District was submitted for approval to the San Diego County Board of Education. The transfer of territory was initiated by the two owners of the uninhabited real properties involved, CR MURAI, LLC (ColRich) and VSML, LLC (VSML).
The proposed transfer of uninhabited territory affects two school districts. Specifically, the transfer, if granted, would remove the territory from the jurisdiction of the Vista Unified School District and place it within the jurisdiction of the San Marcos Unified School District. Both property owners intend to develop the uninhabited territory for residential uses. The areas proposed for transfer are five parcels of uninhabited territories owned by VSML within the San Marcos Highlands residential project and one parcel of uninhabited territory owned by ColRich within the Murai residential project. The total number of prospective lots/dwelling units requested to be transferred from the combined projects is 155 – 48 (Murai) and 107 (San Marcos Highlands).
The County Board of Education is seeking input from the community on the proposed transfer of uninhabited territory. Consistent with Executive Order N-29-20 from Gov. Newsom, the San Diego County Board of Education meetings, including public hearings held by the County Committee on School District Organization, will be conducted via a virtual environment using Zoom. The live board meeting webcasts will be available starting at 5 p.m. for Vista Unified and 6 p.m. for San Marcos Unified on the day of the meeting.
