The San Diego County Office of Education (SDCOE) began the Education Business Systems (EBS), formerly known as MITI, to transform and modernize the areas of business operations,
finance, payroll, human resources for the local educational agencies (LEAs) and
the county office. The EBS team is
comprised of subject-matter experts in business operations, finance, payroll,
human resources, and technology.
The EBS project began in January 2011. In order to determine the very best solution
for schools throughout the county, input and collaboration among school
districts and county office personnel was imperative. Throughout an extensive requirements
gathering and request for proposal process, the SDCOE contracted to implement
Oracle/PeopleSoft 9.2 Human Capital Management, Finance, and Hyperion
Budgeting. Phase 1 was completed in January
2017 with the total implementation of 55 LEAs. Phase 2 – Recruitment; Projects, Grants, and Contracts; and Business
Intelligence was completed in2018.
Included with the project effort, EBS is comprised of the
Post-Implementation Team and the Customer Resource Center. The Post-Implementation Team has the change
management focus of supporting the LEAs with the integration of the system
within their business practices. The
Customer Resource Center has the very important responsibility of supporting
districts through the help desk and training efforts. Public education is a $4 billion enterprise
in San Diego County, and it is vital that the very best business operations,
finance, payroll, and human resources practices are employed to support that
enterprise.
