sdcoe's Local Control and Accountability Plan

The process for creating the 2024-25 LCAP that will guide SDCOE’s work for the next year began with community forums in January and February, where SDCOE gathered input from parents/guardians, students, community members, and staff on what we should do to ensure our students succeed in school and in life. 

In March and April, SDCOE reviews the data and develop its LCAP for public review in May. Please visit this site in May to review the draft LCAP and provide feedback.

SDCOE hosted community forums in January and February 2023 as part of its efforts to gather input from parents, students, staff, and other educational partners to create the 2023 Local Control and Accountability Plan (LCAP).

The LCAP was presented to SDCOE's Board of Education and approved in June.

The 2021-24 LCAP will guide SDCOE's work for the next three years. In 2013, the State of California adopted a new funding system, known as the Local Control Funding Formula (LCFF), which provides a uniform funding level for every student in California with additional revenue to serve students with the greatest needs such as our students who are English learners, children from low-income families, and foster youth.

Under LCFF, school districts, charter schools, and county offices of education must create an LCAP that sets goals for student achievement and describes how the district will use its budget to achieve those goals, paying particular attention to traditionally underserved student populations. In developing these plans, schools must get input from parents, staff members, students, and the community.

The LCAP includes annual goals aligned to the eight state priorities specified by state officials: student achievement, student engagement, other student outcomes, school climate, parental involvement, basic services, implementation of California standards, and course access.​​

2020-21 Learning Continuity and ATtendance Plan

The Learning Continuity and Attendance Plan (Learning Continuity Plan) replaced the LCAP for the 2020-21 school year.

2016-17 LCAP

The SDCOE 2016-17 LCAP (PDF) and 2016-17 LCAP Spanish (PDF) were approved in 2016, before the LCAP became a static, three-year document beginning in 2017.

Educational accountability in California has moved beyond using test scores to identify and punish ineffective schools and districts, toward providing appropriate supports to increase effectiveness and build capacity.

California's accountability and continuous improvement system is built on the foundations of the Local Control Funding Formula (LCFF).  Local, state, and federal accountability and planning is integrated, using the multiple measures and metrics in the Local Control and Accountability Plan (LCAP), to produce a more unified system.
