WHEREAS, the San Diego County Office of Education Board of Education, educators and health professionals recognize the importance of education that supports the prevention of alcohol, tobacco, and other substance mis-use in order to help prevent illnesses and substance use disorder and understands the best way to prevent illnesses and substance use disorder is to keep youth from experimenting with substances; and

WHEREAS, alcohol, tobacco, and drug abuse affect individuals, families, and communities across San Diego County; and

WHEREAS, Red Ribbon Week offers community members the opportunity to demonstrate their commitment to drug-free lifestyles; and

WHEREAS, the Red Ribbon Campaign was established by Congress in 1988 to encourage a drug-free lifestyle and involvement in substance mis-use prevention and reduction efforts; and

WHEREAS, Red Ribbon Week is the nation’s oldest and largest substance mis-use prevention awareness program, encouraging Americans to wear a red ribbon to show their support for a drug-free environment; and

WHEREAS, the red ribbon has been chosen as a symbol commemorating the work of Enrique “Kiki” Camarena, a Drug Enforcement Administration agent who was murdered in the line of duty, and represents the belief that one person can make a difference.
