Dr. Donald Ogden HR Assistant Superintendent

Dr. Donald Ogden recently joined the San Diego County Office of Education (SDCOE) as assistant superintendent of human resource services.

Ogden is an accomplished K-12 leader with more than 10 years of executive-level experience as assistant superintendent, associate superintendent, and superintendent/principal, and more than 15 years as a site principal, vice principal, and 6th grade teacher.

Ogden comes to SDCOE from the Folsom Cordova Unified School District in the Sacramento area, where he served for eight years as associate superintendent of human resources. An expert in labor-management partnerships and collaborative collective bargaining, he also has extensive experience in using data to enhance human resources service delivery to ultimately improve learning conditions for students.

A former small school district superintendent/principal, Ogden has also served as a vice principal and teacher. He brings that experience and an approach rooted in servant leadership to his work, engaging collaborators to advance equity for every learner and employee.

Ogden is known for creating trust and collaborative partnerships with collective bargaining units that result in policies and practices that enhance services provided to students, employees, and the community. 

Ogden’s leadership style is human-centered, being curious rather than certain, listening to learn, and establishing clear communication systems, all while seeing and supporting the whole child.  

As a scholar and practitioner, Ogden has been certified by the Harvard Law School: Program on Negotiations in both mediation and bargaining. His doctoral research developed a framework for collective bargaining. He has also been recognized as an ACSA Region 3 and ACSA Region 7 honoree, and Milken Educator.

His career is defined by integrity and by a core belief aligned with SDCOE's North Star goal of decreasing poverty and increasing belonging through public education to ensure every student can thrive in school and in life.
