Dr. Floyd North Named One of ACSA Region 18’s Administrators of the Year
Dr. Floyd North, principal at SDCOE’s Juvenile Court and Community Schools’ south and east regions, was recently named Administrator of the Year for continuation/educational options by the Association of California School Administrators (ACSA) Region 18.
The award is given to an administrator “who demonstrates exceptional leadership in managing and overseeing programs within a continuation education or alternative educational options setting, prioritizing student success, and providing pathways for students who may not thrive in traditional schools.”

This is a testament to the collective dedication of our SDCOE leadership, educators—including those behind the scenes—community partners, and families in designing programs that give our students the capacity to live their lives with joy,” North said. “Infinite thanks to the ACSA Region 18 committee, my family, mentors, those who paved the way before me, and the extraordinary team of transformative educators I am privileged to serve alongside. I remain committed to this work and to advancing our North Star goal of reducing poverty in San Diego County from a foundation of love.”
North has been serving as principal since 2023 and has been growing opportunities for students ever since. Together with SDCOE leadership, North and JCCS have expanded Career Technical Education (CTE) programing throughout the south and east regions, introducing new pathways in culinary arts, video production, and horticulture. JCCS is also partnering with SDCOE’s Integrated Technology Services department to offer a paid internship for students to learn about cybersecurity and other technology functions.
In addition to CTE, they have strengthened their STEAM opportunities, specifically in arts.
“Through partnerships with Outside the Lens, A Reason to Survive (ARTS), The Old Globe, World Story Exchange, and the David’s Harp Foundation, we are providing students with creative outlets that foster healing and self-expression while supporting passion projects,” North said.
North is also working leadership to build relationships with community colleges in the region to increase dual enrollment opportunities so that our at-promise students have greater access to higher education and career pathways.
Prior to serving as principal in the east and south regions, North was vice principal at Monarch School, where he shared his expertise in positive behavioral interventions and supports (PBIS) to help the school and its partners receive Silver Level recognition for PBIS implementation.
“Dr. North is instrumental in developing, maintaining, and nurturing transformational structures that support our most marginalized students in San Diego County,” said JCCS Executive Director Roberto Carrillo. “He is a consistently looking at alternative and sustainable systems that focus on helping our students transition from surviving to thriving. He is incredibly deserving of this recognition.”
North is one of several administrators recognized by ACSA Region 18 for their work during the 24-25 school year. The process for nominating someone for one of 21 award categories is coordinated with State ACSA’s nomination process. Awardees are selected by the Region 18 Past Presidents’ Committee. All honorees will be celebrated at the 23rd “Honoring Our Own” Awards celebration on May 3. This is the premier event of the year for both the San Diego County School Boards Association and for ACSA Region 18. Nearly 500 educational leaders and friends of the educational community attend this gala event.
