Joint Powers Authority
The Risk Management Joint Powers Authority (JPA) consists of 65 member districts and charter schools governed by a board of directors consisting of one representative from each member district. The board meets twice each year, and a board-elected nine-member executive committee meets monthly. Through the JPA partnership, districts and charter schools can purchase economical insurance programs which include loss control services and safety training.

Property Liability Program
This program offers protection against both property and liability losses. Liability claims are investigated and adjusted by in house staff. It provides members with one of the broadest excess coverage forms available in California. Sub-programs include: auto physical damage, boiler and machinery, and electronic data processing computer. Loss prevention/control services are funded and made available to members via JPA staff and contract vendors.

Workers' Compensation Program
The Workers' Compensation Program provides statutory benefits for members, employees in compliance with Labor and Education Codes. This program also provides members with an Employee Assistance Program (EASE), Pre-Placement Physical Exams, Pre-Placement Drug Screening, Health Improvement (Wellness), and Department of Transportation compliance. In addition, loss prevention / control services are funded and made available to members via JPA staff and contract vendors.

The purpose of this program is to identify any diseases and functional limitations of employees and candidates for employment. This facilitates assignment to work which is compatible with an individual's physical and emotional status.
Federal law requires employers to test commercial drivers for the illegal use of alcohol and controlled substances. Learn about the circumstances when a driver must obtain a commercial driver's license (CDL).
The Health Improvement Program is a cost-containment / loss control program of the San Diego County Schools Risk Management Joint Powers Authority.

Certificates of Insurance can be requested using the Certificate of Insurance Request Form (PDF). All certificates are issued by our insurance broker, Alliant Insurance Services. Completed forms need to be emailed directly to Betty Feng. Specific instructions are included in the request form.

Loss Control Services
The Loss Control Services team helps school districts save money, prevent injuries and accidents, and organize your loss control efforts. Because the services are necessary in every aspect of a school district's operations, they cover a wide range of areas, including:
- Safety training
- Liaison with Cal/OSHA Compliance, EPA, APCD and County Office of Hazardous Materials
- Training for hazardous materials storage, disposal and site inspections
- Assistance in responding to Cal/OSHA complaints, appeals and variance requests
- Establishment of safety award incentive programs
- Evaluation and assessment of property and liability risks
- Inspections of playground equipment
- Assistance in obtaining hazardous waste permits
- Expertise in evaluating and dealing with asbestos materials
- Telephone and on-site consultation on questions regarding safety, health, fire, and environmental codes and regulations
- Evaluation of Workers' Compensation experience and assistance in developing programs to reduce injuries
- Indoor air quality testing and evaluation of indoor air pollution problems
- Assistance in investigating injuries and accidents
