The San Diego County Office of Education (SDCOE) ensures organizational efficiency by developing and administering oversight for the 11 SDCOE-authorized charter schools. The County Office also provides technical assistance and training to San Diego County charter schools and school districts related to charter school oversight, operations, and legal requirements.

Because the State Controller’s Office and the California Department of Education do not issue audit extensions for charter schools, a request for an extension for a charter school audit must be made to the charter school’s authorizing agency by the charter school. Follow these steps to ensure your charter school audit extension is submitted in accordance with CA Education Code's Dec.15 deadline.

Per Education Code Section 47605(m), Dec. 15* is the deadline for submittal of the prior year annual audit for all local educational agencies to the county superintendent of schools. 

Because the State Controller’s Office (SCO) and the California Department of Education (CDE) do not grant audit extensions for charter schools, a request for an extension for a charter school audit must be made to the charter school’s authorizing agency by the charter school.

Below are the recommended steps for obtaining and submitting a charter school audit extension: 

  • A charter school should submit the audit extension request, the reason for the extension, and any back-up documentation from the school's auditor in writing to their authorizer. 

  • The authorizer will review the information and meet with the charter school and/or auditor, if needed. 

  • If approved, the authorizer must produce a signed, formal letter to the State Controller’s Office referencing the approval of the extension and reason for the audit extension. 

  • If the extension was approved, the authorizer will forward the signed letter of approval, as a PDF, to all the following emails by or before Dec. 15*

  • SDCOE Charter School Service Team: charters@sdcoe.net

  • Charter School requesting the submission

If the authorizer does not include the charter school on the email, charter schools should work with their authorizer to confirm that the required information has been sent to all parties by or before Dec. 15*.

Once the audit is complete, a copy must be sent to all emails noted above prior to the extension deadline date.

*In accordance with CA Government Code (GC) 6700GC 6707, and GC 6803, if the due date falls on a Saturday, Sunday, or holiday, the reporting date shall be the following workday.

Starting January 1, 2025, officials in school districts, county offices of education, and charter schools must complete ethics training at least once every two years. Expanding required ethics training to school officials reinforces the importance of ethical governance in California’s educational system and promotes transparency and integrity in the decision-making process.

Assembly Bill (AB) 2158 (Fong), signed into law by Governor Gavin Newsom in September 2022 amends California’s Government Code to mandate ethics training for relevant educational officials, in alignment with the existing “AB 1234 Training” requirement in place since 2006 for officials in cities, counties, and special districts. An ethics course must meet the requirements in Government Code section 53235 to satisfy the ethics training requirement. Under Government Code section 53235.2, local agencies must maintain training records for five years that show the dates of the training, and the entity that provided the training.

Expanding required ethics training to school officials reinforces the importance of ethical governance in California’s educational system and promotes transparency and integrity in the decision-making process.
