Rigorous Blended Learning Program
The PASC program makes a significant contribution to the San Diego region and across the state of California by preparing school leaders and educational administrators as socially conscious leaders to create equitable educational opportunities that result in the academic success and social-emotional well-being for the students they serve. We partner with area superintendents whose voices inform the design of a rigorous and relevant program that is responsive to current leadership needs. The PASC program's cohort model provides the support and encouragement that ensures each candidate's success in the program. PASC candidates attend class sessions in a synchronous online setting typically on Saturdays, typically once a month, while authentic learning experiences are applied in a school-site setting. Fieldwork experiences are supervised by the PASC program director and course instructors.
Upon successful completion of the PASC program, candidates are recommended for the Preliminary Administrative Services Credential Certificate of Eligibility (CoE) with no expiration date. Once in an administrative position, the CoE will be activated to the preliminary credential. Candidates with verification of an offer of employment in an administrative position can be recommended for the Preliminary Administrative Services Credential. Program graduates are eligible to earn a master's level degree through partnerships with each of the following university programs:
- MA, Emancipatory Leadership for Schools, San Jose State University
- M.Ed. in Educational Leadership, High Tech High Graduate School of Education
- MA in Education Administration and Supervision, University of Phoenix
Competency-based Learning with Expert Instruction
The PASC program features a comprehensive leadership curriculum grounded in a commitment to equity and service, and aligned with the California Administrator Performance Expectations (CAPE). Our course instructors have all served as successful school principals and have been recognized as effective leaders. In their current role with SDCOE, instructors maintain current knowledge and leadership practice through ongoing support and services in local schools and districts.

- Certification of all state Commission on Teaching Credentialing (CTC) requirements is accomplished through PASC program
- Fall (4 semesters) and Spring (3 semesters) cohorts across two academic school years
- Aligned with the California Administrator Performance Expectations (CAPE)
- CalAPA Seminars link PASC program content to the California Administrator Performance Assessment (CalAPA) Leadership Cycles
- Program cost is $8,900
Program Completion Requirements
SDCOE’s Preliminary Administrative Services Credential Program is based on Administrative Services Credential Program Standards. The PASC Program Director verifies all candidates participating in this program successfully complete all coursework requirements, fieldwork experiences, and pass each CalAPA cycle prior to credential recommendation to the CTC.

The San Diego County Office of Education is pleased to announce the application window for the Preliminary Administrative Services Credential program. Completed applications will be reviewed by our admissions committee on an ongoing basis.
PASC Program students complete seven rigorous courses that develop the necessary leadership competencies in vision and culture, instructional leadership, school improvement, community relationships, professional learning, organizational and systems leadership, and program evaluation.
