The County Board of Education is the governing board for the San Diego County Office of Education in areas under its jurisdiction and derives its authority under the California Constitution, acts of the California Legislature, the San Diego County Charter, and the regulations of the California State Board of Education. The office of the County Superintendent of Schools, known as the San Diego County Office of Education, under the guidance of the County Board of Education, serves as a liaison and coordinating agency among public and private educational and non-educational entities at school, district, county, regional, state, and federal levels. Certain services are mandatory administrative and business functions. Other services are desirable in terms of their contribution to the educational process. In addition to its compliance, oversight, and coordinating responsibilities, the San Diego County Office of Education maintains a variety of instructional programs, including but not limited to classes for juvenile court and community schools, special education, preschool, and migrant education programs. It is the intent of the County Board of Education and the County Superintendent of Schools that the San Diego County Office of Education Policies and Administrative Regulations Manual serves as a guide to accomplish the purposes of the San Diego County Office of Education.

Policy making is an ongoing process. In accordance with Board Policy 2200, Policy and Administrative Regulation Systems, policies shall be continuously reviewed, modified, added, and deleted as necessary for the schools and programs of the San Diego County Office of Education. Policies, administrative regulations, bylaws, and procedures shall comply with all applicable laws. In the absence of a policy on a specific subject, the general law shall govern.

Mission

Means a concise statement that describes the overriding purpose of the San Diego County Office of Education.

Goal

Means a statement of broad direction or intent for a program or service that is general and timeless and is not concerned with a particular achievement within a specified time period.

The San Diego County Office of Education Policies and Administrative Regulations Manual is intended for utilization by employees of the County Superintendent of Schools, students in programs operated by the County Superintendent of Schools, school district personnel, and others who are involved with the organization.
