The County Board of Education supports the declaration by the California State Legislature that all individuals with exceptional needs have a right to participate in free appropriate public education and that special education instruction and services shall be provided as needed for students who are eligible for services under Section 504 of the federal Rehabilitation Act of 1973.
In order to serve children with exceptional needs as completely as possible, the County Superintendent of Schools shall, as requested by members of a Special Education Local Plan Area (SELPA), serve as the administrator of those SELPAs.
The County Superintendent of Schools shall extend the San Diego County Office’s full cooperation to the SELPAs.
A copy of the local plan for special education, together with appropriate regulations and procedures, shall be available for inspection at the San Diego County Office of Education.
