Local Educational Agency Program (LEAP)
The CALPADS Office is aware that some LEAs are experiencing challenges with submitting the Local Educational Agency Program (LEAP) file. For the 2025–26 submission cycle, since this is the first year of this collection, LEAP validations have been updated to support LEAs in submitting and certifying End-of-Year (EOY) 1 data. The following validations have been adjusted as noted below:
- CERT 177 – Missing LEAP records for an LEA Participating in an Expanded Learning Program has been changed from a fatal to a warning.
- LEAP0734 – Invalid LEAP Reporting LEA, is disabled and LEAP0734E1 will be implemented as a Data Discrepancy and will not be required for certification.
CALPADS and CBEDS Charter School Data Reporting Policy

Charter schools electing to change their reporting status for the 2026–27 school year must submit the Charter Reporting Status Change Form to the CALPADS Service Desk at calpads-support@cde.ca.gov by August 31, 2026.
