Complete and Collect:
- CTC application 41-4 (PDF - you will need to download for fillable)
- Note: Employers-Do NOT forward the issuance date on the 41-4 form.
- Either wet signature OR approved Adobe and DocuSign electronic signatures are accepted.
- SDCOE Program Application (PDF - you will need to download)
- Verification of Live Scan Fingerprinting (PDF)
- First-time credential applicants only. If you hold a current credential or permit at the Commission on Teacher Credentialing, you do not need to be fingerprinted again.
- If you are employed in San Diego County, make an appointment online. You will also need to be fingerprinted for the Clearinghouse. Please print and bring two copies of the Clearinghouse Fingerprint Form (PDF) to your appointment.
- Temporary County Certificate Application
- Only for teachers at public school districts; contact your employer to obtain the correct Temporary County Certificate form for your county of employment.

Certificate of Clearance, applicants must complete Live Scan fingerprinting (41-LS) and then apply online at the Commission of Teachers Credentialing website. The fee for this document is $52.50 (fee waiver applies). Once the Certificate of Clearance is granted, the applicant may apply for their regular credential/permit through our office and claim a $50 fee credit by submitting a copy of the Certificate of Clearance

CCTC CTE Credential Fee: The $100 application fee to the CTC will be paid online through the educator profile by the candidate, following the submission of a formal online recommendation for the credential by the program. (4.25.2024)

The candidate has 90 days to complete the credential recommendation. The SDCOE DS program will charge a $60 re-recommend fee if the application is canceled by the CTC and the program re-recommends the same credential.

High School Diploma or equivalent verification

Three years (*3,000 hours) of work experience needed, with at least one year of hands-on experience, and recency of one year in the last five years, or two years within the last 10 years.

Employment Verification Options:

Official Transcripts — showing relevant coursework (48 semester units = two years experience)

Advanced Industry Certifications (can equal one year of experience)

Verification of General Education Teaching Experience (can equal one year of experience)
Step 3
Turn in all documentation to your employer's Human Resources Credential Technician. They will mail the packet to our Credentials Office for processing.
DO NOT SCAN AND EMAIL APPLICATIONS. SDCOE CANNOT ACCEPT SCANNED APPLICATIONS DUE TO THE SENSITIVE PERSONAL INFORMATION.

- Adult Education
Adult Education programs offer their communities both state-supported general education courses and community education fee-based classes.
- Career Technical Education
Career Technical Education is one of the fastest-growing areas of education. These courses prepare students, from middle school to adult, for specific trades in 15 industry sectors. Teachers pursuing a CTE credential come directly from those industry areas.
- Special Subjects
The Special Subjects Credential authorizes teaching in programs such as Reserve Officer Training Corps (ROTC), Driver Education, and Aviation. These programs are not offered in all districts, and credential requirements and necessary experience are very specific.
