In addition to professional advancement, economic success, and cultural proficiency, multilingual education offers many cognitive advantages, such as mental flexibility, enhanced ability to learn, strong memory, and increased creativity.
The San Diego County Office of Education is committed to the vision set forth in the Global California 2030 initiative. Through our professional learning opportunities, research-based practices, technical support, and collaborative networks, we effectively support educational agencies, teachers, and students in bringing the Global California 2030 vision to fruition.
World Languages and Global Competence Day 2024
Learn together, build community, and celebrate multilingual education and global competence.
The World Languages and Global Competence Day features interactive workshops, a showcase and recognition of participants in SDCOE’s intercultural exchange program, and an instructional materials fair.
The event will be held from 8 a.m. to 2 p.m. at the SDCOE main campus at 6401 Linda Vista Road in San Diego with the instructional materials fair from noon to 3 p.m. Register to attend the full-day event, including the instructional materials fair.
The event is designed for world languages educators and administrators in grades K-12 and higher education professionals and students, and others in education with a global vision for students.
Interactive Workshops
Some of the sessions to be presented during the day include:
- Spanish language instruction presented by the Education Office of the Spanish Embassy
- Global Competence presented by the Global Education Project (CGEP)
- Less commonly taught languages presented by the Language Acquisition Research Center at San Diego State University
- World Languages Instructional Materials Adoption Toolkit presented by SDCOE
Additional sessions will feature topics such as multilingual programs and the future of education. Review descriptions of the sessions as they are added bbelow.
Taller "Estrategias Comunicativas para Introducir Contenido Cultural en el Aula de Lenguas del Mundo"

Este taller ofrece a los participantes un enfoque integral para mejorar las habilidades lingüísticas de sus estudiantes mientras exploran aspectos culturales de diversas regiones del mundo. Este taller se centra en el desarrollo de las cuatro destrezas comunicativas: expresión oral, expresión escrita, comprensión auditiva y comprensión lectora. Durante el taller, se presentarán diversas estrategias didácticas y recursos tecnológicos para enriquecer la experiencia de aprendizaje de los estudiantes. Los participantes aprenderán cómo integrar estas herramientas tecnológicas en sus clases para promover la participación activa de los estudiantes y fomentar un ambiente de aprendizaje colaborativo. Además, se explorarán estrategias específicas para introducir y contextualizar contenido cultural, para mejorar la comprensión del contexto sociohistórico y cultural de las lenguas que están aprendiendo.
Two Shores Intercultural Exchange Program
Experience an innovative, hybrid session where you will learn about SDCOE’s Two Shores Intercultural Exchange Program as you interact with teachers in San Diego, Spain, France, and the Philippines. You will see global competence in action in K-12 classrooms!
The Two Shores program partners San Diego County schools with similar schools in Spain, France, and the Philippines. The purpose of the Two Shores program is to provide participating schools opportunities for authentic and meaningful collaboration to expand horizons, remove barriers and promote communication, intercultural understanding and global competence. Join us to learn about this program and how you could implement this innovative work in your school or district.
Instructional Materials Fair
Explore world languages instructional materials and resources during our World Languages Materials Fair. Get a hands-on look at state-adopted materials for World Languages, materials for less commonly taught languages and other multilingual resources for grades K-12. Learn about the World Languages Instructional Materials Adoption Toolkit during one of our interactive sessions.
Register for the instructional materials fair only. The World Languages Materials Fair is a free event after 12 p.m. and does not include breakfast and lunch. Register to attend only the instructional materials fair.
world languages standards
The California State Board of Education (SBE) adopted the California World Languages Standards for Public Schools, Kindergarten through Grade Twelve (WL Standards) in January of 2019.
World languages framework
The SBE approved and adopted the draft framework chapters of the World Languages Framework for Public Schools, Kindergarten through Grade Twelve (WL Framework) on July 8, 2020. The WL Framework supports the World Languages Standards for California Public Schools, Kindergarten through Grade Twelve.

California State Seal of Biliteracy
The State Seal of Biliteracy is an award given by a school, district, or county office of education to high school graduates who have attained a high level of proficiency in speaking, reading and writing in one or more languages in addition to English.
The Seal of Biliteracy was established per Assembly Bill No. 815 effective Jan. 1, 2012 and it was amended in 2017 per Assembly Bill No. 1142 (AB-1142) effective Jan. 1, 2018.
Requirements for the Seal of Biliteracy
Attention 2022 High School Graduates
For 2022 graduates who attended schools opting to administer another standards-aligned assessment rather than the CAASPP during the 2020–21 school year, that assessment may be used to demonstrate proficiency in English provided the assessment meets the criteria adopted by the SBE (EC Section 51461[f]). The assessment used was required to be:
- Aligned with California Common Core State Standards for English language arts/literacy (ELA) and mathematics
- Available to assess students in the grade level(s) in which the state summative assessment is not the most viable option (within grades three through eight and grade 11)
- Uniformly administered across a grade span, school, or district

English Language Criteria (ALL are required)
- Completion of all English language arts requirements for graduation with an overall grade point average of 2.0 or above
- Passing the California Assessment of Student Performance and Progress (CAASPP) for English language arts administered in grade 11 at or above the “standard met” achievement level
- For English learners not reclassified, demonstrate English proficiency on the English Language Proficiency Assessments for California (ELPAC)
Criteria for proficiency in a language other than English (only ONE is required)
- Passage of a world language Advanced Placement (AP) examination with a score of 3 or higher, or an International Baccalaureate (IB) examination with a score of 4 or more
- Successful completion of a four-year high school course of study in a world language, attaining an overall GPA of 3.0 or higher in that course of study, and demonstration of oral proficiency in the language comparable to that required to pass an AP or IB examination
- Passage of a district test with a score of proficient or higher (if no AP examination or off the shelf language tests exists and the school district can certify that the test meets the level of an AP exam), demonstrating proficiency in all of the modes of communication (reading, writing, and speaking) that characterize communication in the language
- Passage of the SAT II world language examination with a score of 600 or higher

Two Shores Intercultural Exchange Program
Developed by the San Diego County Office of Education in partnership with international organizations
The Two Shores virtual intercultural exchange program partners schools in San Diego County with similar schools in Spain, France, and the Philippines. The purpose of the Two Shores program is to provide participating schools opportunities for authentic and meaningful collaboration to expand horizons, remove barriers and promote communication, intercultural understanding, and global competence. Join us to learn about this program and how you could implement this innovative work in your school or district.
An Engaging Experience Designed To:
- Establish international ties and a collaborative framework for participating schools in San Diego County, Spain, France, and the Philippines
- Promote the use of the Spanish, French, Filipino, and English languages in the context of authentic communicative situations for students and teachers
- Advance the development of multicultural and global competencies, and enhance the awareness of diverse sociocultural realities
- Support instruction that is aligned to the educational standards of participating countries
- Facilitate and advance the exchange of educational experiences, resources, materials, methods, and best practices among teachers
Two Shores Unique Opportunities
Through the Two Shores program, participating teachers and administrators have the opportunity to engage in a Global Competence Professional Learning Series organized in collaboration with the California Global Education Project. This learning series is designed for teachers to deepen their understanding of global competence and immediately apply their new learning within the context of the intercultural exchange, with the support of partner schools and experts in the field. Expand Your Horizons - Two Shores Program Looks to Connect Students to France

The Two Shores Intercultural Exchange Program, which partners schools in San Diego County with similar schools in Spain and the Philippines, is expanding to France and is inviting local high school French classes to participate.

Learn how to go about planning for a virtual exchange
Students at Hilltop High School (Sweetwater School District, San Diego) and students at Institut Cubelles (Cataluña, Spain) learn together about how to make our oceans more sustainable, while developing language proficiency and cultural and global competencies.
World Languages Instructional Materials
WORLD LANGUAGES INSTRUCTIONAL MATERIALS
Global California 2030, an initiative of the California Department of Education (CDE), is a call to action for educators, parents, and legislators to support a multilingual California by expanding opportunities for all students to acquire world languages. In support of Global California 2030, the state adopted the World Language Standards in 2019 and the World Languages Framework for California Public Schools, Kindergarten Through Grade Twelve in 2020. In November 2021, the world languages instructional materials were adopted, recognizing and recommending instructional materials and programs that fully meet the World Languages Standards according to rigorous evaluation criteria.
