CDE — NEW Preschool/Transitional Kindergarten Learning Foundations (PTKLF)

The California Department of Education, Early Education Division has released the California Preschool/Transitional Kindergarten Learning Foundations (PTKLF). The PTKLF describe the knowledge and skills that most children ages three to five and a half develop in a high-quality early education program. The PTKLF is a revision to the Preschool Learning Foundations originally released in 2008.

Grounded in the most recent science of learning and development and emphasis on culturally and linguistically responsive practices, the PTKLF describe key competencies children develop in nine domains of learning: (1) Approaches to Learning, (2) Social and Emotional Development, (3) Language and Literacy (including Foundational Language Development and English Language Development), (4) Mathematics, (5) Science, (6) Physical Development, (7) Health, (8) History-Social Science, and (9) Visual and Performing Arts.

These foundations are intended for use in transitional kindergarten, the California State Preschool Program, and other state-funded, federally-funded, and private preschool programs in California including school-based, center-based, and home-based settings. These trainings will introduce you to the PTKLF and help you explore each of nine learning domains.

This training provides special education professionals and early childhood educators with practical tools and strategies to effectively apply the Preschool Transitional Kindergarten Learning Foundations (PTKLF) in inclusive and special education settings. Participants will explore how to align foundations with individualized learning goals, adapt instruction to support diverse developmental needs, and create responsive environments that promote growth in all domains of learning. Through interactive discussions and real-world examples, attendees will leave with a deeper understanding of how to use the PTKLF as a guide for developmentally appropriate, equity-driven, and inclusive teaching practices for young children with disabilities.

The California Department of Social Services (CDSS) is pleased to invite you to a FREE in-person and virtual training on the Desired Results Developmental Profile (DRDP) 2025. This training is funded by CDSS and presented by WestEd.

Participants will learn about the updates to the DRDP (2025), how to access it in DRDP Online, what reports will be available, and the process of the soft implementation. You will also gain insights into effectively using documentation and evidence for rating purposes, as well as understanding the importance of inter-rater reliability.

This letter from the California Department of Education celebrates the final phase of the Universal Transitional Kindergarten (UTK) expansion ensuring that, by the 2025–26 school year, every four-year-old in California will have access to Universal Transitional Kindergarten (UTK). The letter highlights that the requirement to offer TK applies to all school districts, including basic aid districts.

This dynamic two-day institute, hosted by SDCOE's P-3 team, is specifically designed for early education administrators and center-based site leaders. The session focuses on understanding the role of the early education administrator and site leader within the P-3 system, enhancing leadership capabilities, partnering with local education agencies, and effectively managing staff.
