Chula Vista Elementary School District (CVESD) is considered one of the largest elementary school districts in the state with 57 schools. CVESD has a large Early Education program with other 630 enrolled students between the general education and special education preschool programs and over 1200 students enrolled in TK. 

Over 300 initial preschool assessments are conducted each year to determine eligibility for special education services. Chula Vista takes a unique approach to these assessments through a diagnostic classroom model of assessment. 

With the diagnostic model of assessment, students are assessed over a period of 2 weeks in an early childhood classroom setting, 3 hours a day, 5 days a week. This allows the diagnostic team to observe the student’s progress over time and evaluate their needs throughout various portions of a school day in an actual classroom setting. 

A significant benefit to this assessment model is being able to assess the child in a preschool classroom setting with their peers which allows staff to observe the student’s social emotional needs and interactions in addition to their academic readiness. The assessment team is able to accurately determine what level of support a student may need before entering the preschool classroom allowing for a more comprehensive and accurate assessment and a more successful transition into the classroom. Each diagnostic team consists of a full time School Psychologist, Speech Therapist, Permit Teacher, ECSE teacher and Student Attendant. In addition, there is also a part time School Nurse and Occupational Therapist.

CVESD has successfully used this assessment model over the past 10 years to identify students for special education and related services and to provide students with the support they need in the least restrictive environment.

This month, we are honored to celebrate Rosa Lopez, an elementary school counselor and recipient of the San Diego County Office of Education’s School Counselor of the Year award. For over 22 years, Rosa has dedicated her work to supporting students, families, and educators with warmth, consistency, and care. She shares, “I was inspired to become a school counselor because I saw how powerful it is when a child feels heard, supported, and valued. I wanted to be that safe and trusted person for students; someone who can guide them through challenges and celebrate their growth.”

This interactive professional learning session introduces educators to the P–3 Learning Progressions and how they support meaningful math learning from preschool through third grade. Participants will explore key mathematical areas and see how children’s mathematical understanding develops over time.

This training equips P-3 educators with strategies to deliver developmentally appropriate science and engineering instruction that reflects how young children learn through play, observation, and hands-on exploration. 

Join us for this training opportunity for ELOP staff. Play is a crucial tool in supporting children's development and can be particularly beneficial for those who have experienced trauma. By creating a safe and supportive environment for children to engage in play, we can help them express their feelings and process their experiences in a healthy way. Incorporating play into our educational approach allows us to foster a culture where each child can thrive.
