Personnel Commission

​​​​​​​​​​​​​​The Personnel Commission is an independent body authorized by the state to be responsible for certain personnel matters affecting the classified school employee. It is made up of three commissioners appointed for three-year staggered terms. 

The Personnel Commission has three core responsibilities as defined in the California Education Codes:

  • Oversee a personnel management program based on merit principles that ensure the selection and promotion of employees is based solely on qualifications through competitive examination.
  • Develop and administer policies governing employment matters to ensure the fair and equitable treatment of employees within the classified service.
  • Conduct appeal hearings on matters involving employee disciplinary action, employment examinations, and personnel policies and procedures.

County Board, Superintendent Select Personnel Commissioner

At the Oct. 19 regular meeting of the San Diego County Board of Education, the County Board and County Superintendent of Schools appointed Jim Esterbrooks as personnel commissioner.

The term of office will commence Dec. 1, 2018, at noon, and expire Dec. 1, 2021, at noon. The County Board/Superintendent-appointed commissioner will assume office at the regularly scheduled Personnel Commission meeting on Dec. 19, 2018.

The County Board/Superintendent appoints one member to the Personnel Commission. The classified employees of SDCOE nominate one member to the Personnel Commission, who is then appointed by the County Board. The two members of the Personnel Commission then appoint a third member. 

Meeting Schedule

All meetings are scheduled to start at 9 a.m. in Room 508 on SDCOE's main campus unless otherwise noted.
