Mission 

To plan, advise/advocate, and collaborate to strengthen child care and development services so every family throughout San Diego County has equitable access to quality early learning and care.

The LPC is co-governed by the San Diego County superintendent of schools and the San Diego County Board of Supervisors. This shared structure ensures that early learning and care planning is aligned with education, health, and human services systems.

We collaborate with public agencies, community-based organizations, tribal leaders, and the early learning and care workforce to ensure inclusive and informed planning.

Role of the County Superintendent of Schools 

The county superintendent provides leadership for educational alignment, public meeting requirements, and administrative support through the San Diego County Office of Education. 

Role of the County Board of Supervisors 

The Board of Supervisors provides leadership for countywide community wellbeing, health, and family stability and ensures alignment with the Health and Human Services Agency. 

Co Governance Model 

The LPC is guided by a co governance model that: 

• Supports shared decision-making 
• Aligns cross agency priorities 
• Ensures compliance with state and county statutes 
• Strengthens countywide coordination for children and families 

Organizational Structure 

The LPC structure includes: 

• Executive Committee 
• Standing Committees 
• Project-based Workgroups 
• Ex officio Members 
• LPC Coordinator

Purpose of Standing Committees

Standing committees support ongoing LPC responsibilities such as planning, policy, governance, and evaluation. These committees follow all Brown Act requirements to ensure transparency and public participation.

Brown Act Responsibilities

All standing committee meetings:

• Are open to the public
• Follow formal posting timelines
• Provide opportunities for public comment
• Share agendas and minutes

Project-Based Workgroups

Project-based workgroups are flexible groups formed to support specific initiatives or time-limited tasks. Workgroups:

• Are not subject to the Brown Act
• Encourage broad community participation
• Focus on collaboration and solution building
• Support implementation of the Child Care Blueprint and LPC priorities

How Community Members Participate 

Community members may join workgroups, attend standing committee meetings, or participate in surveys, listening sessions, and events.
