Membership and Get Involved
Members of the Local Child Care and Development Planning Council (LPC) of San Diego County play an important role in planning, advising, and collaborating to strengthen early learning and care throughout San Diego County. The LPC brings together families, early learning providers, community partners, and agency representatives to ensure that decisions reflect the needs and strengths of our diverse region.
What It Means to Serve on the LPC
Serving on the LPC is a leadership opportunity that includes:
- Attending quarterly LPC meetings
- Participating in committee or workgroup activities
- Reviewing and discussing countywide data
- Advising on and advocating for policy and funding priorities
- Helping guide a coordinated early learning and care system
Representation Categories
State law outlines five membership categories to ensure balanced community representation:
- Consumers: Parents or guardians who are receiving early learning and care services or have received services in the past 36 months.
- Providers: Individuals, organizations, entities, or schools providing child care services, reflecting the range of provider types in the county.
- Public Agency Representatives: Individuals representing a city, county, city and county, tribal nation or band, or local education agency, including colleges and universities.
- Community Representatives: Individuals representing agencies, organizations, or businesses that support or advocate for early learning and care through civic or community-based efforts, who neither provide child care directly nor represent agencies contracting with the state or federal government for such services.
- Discretionary Appointees: Individuals who represent any of the above four categories: as well as individuals who may not fall within these categories but support the intent, mission, and goals of the Council.
Time Commitments
Membership is a two-year term. Typical commitments range from two to six hours a month and include:
- Attending LPC meetings (quarterly)
- Contributing to standing committee or project-based workgroup efforts (optional)
- Additional workshops or briefings (as needed)
- Reviewing agendas, materials, and countywide data
Required Member Trainings
LPC members complete the following:
- Brown Act Training: One time yearly, 1 hour, virtual
- Ethics Training: Every 2 years, 2 hours, online
- New Member Orientation: One-time upon joining 30 minutes, online
- County Orientation: One-time upon joining, 4 hours, in-person or virtual.
- Fiscal training: One time yearly, 2 hours, virtual
