The Framework for Additional Personnel Support (FAPS) ©

The FAPS logo

This Framework for Additional Personnel Support (FAPS) is designed to provide general guidance on the provision of additional personnel support for students with Individualized Education Programs (IEPs). It is intended as a resource for districts, educators, administrators, and families to help determine the need and potential benefits of additional personnel support in fostering student success.

The framework is also designed to allow a school district to customize the process of determining when a student with an IEP requires additional personnel support in the school setting.

In the fall of 2022, the North Inland Special Education Region (NISER), Special Education Local Plan Area (SELPA) formed a committee to update the Special Circumstance Independence Assessment (SCIA) process.  The committee determined that a Framework that could be individualized, based on the guidelines and forms of the SCIA, would be the most appropriate path at this time.
